Collateral Valuation Lead

Bank of North Dakota (BND) is seeking a Collateral Valuation Lead to join our team! The Bank was established to promote agriculture, commerce, and industry in the State. Its loan programs work in conjunction with private financial institutions to finance economic development throughout the State. It is the legal depository for all state funds unless provided otherwise by law. The Bank also serves as a central clearing agency and provides many other services to North Dakota banks and other financial institutions.

In the Collateral Valuation Lead position, you will oversee the delivery, quality, continuous improvement, and expansion of Bank of North Dakota’s collateral valuation services. The Collateral Valuation Lead is responsible for cultivating strong customer relationships, supervising the collateral valuation team, and personally conducting valuations across a wide variety of property types. This role ensures valuation services are accurate, timely, compliant, and aligned with the needs of BND, its lending partners, and prospective customers.
 
In this position, you will foster relationships with existing customers, gather feedback for process improvement, and ensure their current and future needs are met. You will work closely with BND Business Bankers to expand collateral valuation opportunities through outreach and education on BND’s collateral valuation services. You will serve as the primary contact for customer questions, concerns, billing issues, bidding opportunities, and new or expanded engagements, while continually seeking ways to enhance the customer experience through improved technology, faster turnaround times, reduced fees, and minimize pain points. This position also requires up to 30% travel for customer relationship management/business development as well as on-site inspections.
 
In this position, you will provide day-to-day supervision of collateral valuation analysts, ensuring high-quality work and consistent productivity. This includes coaching, training, performance evaluations, and problem resolution. You will manage the work pipeline by prioritizing and assigning engagements, and you will oversee personnel management including recruitment, corrective action, and terminations as needed.
 
In this position, you will personally complete collateral valuations for commercial and agricultural real estate including improvements, as well as various chattel types such as commercial/industrial equipment, farm machinery, planes, and other chattel. You will prepare real estate evaluations when an appraisal is not required, complete appraisal reviews, perform validations of existing appraisals or evaluations, and conduct chattel valuations. You will travel as needed to gather on-site information, assess property conditions, take photographs, and identify environmental risks that may require further review. Your valuation work will support BND’s direct loan portfolio as well as services conducted for partner banks or credit unions, whether or not BND is a participant in the loan. You will provide valuation services related to loan originations, renewals, annual reviews, and problem loan administration, and maintain a continuously refreshed database of valuation metrics—such as capitalization rates, comparable sales, and cost indicators—to support accurate and reasonable conclusions of value. You will also complete additional projects as assigned.
 
In this position, you will conduct and prepare valuations for a range of collateral types and situations, ensuring all reports clearly define highest and best use, property and market characteristics, environmental considerations, applicable valuation methods, and supported conclusions. You will collect, investigate, and maintain comparable sales information; analyze market trends; and maintain a comprehensive database of metrics used in value determination. You will complete independent appraisal reviews for reasonableness and USPAP compliance, validate existing evaluations and appraisals, and prepare valuations for accounting estimates such as OREO transitions. You will train others on valuation techniques as needed and evaluate the impact of environmental risks and government programs on property values. You will analyze chattel values using auction and market data and establish efficient pipeline management practices for time-sensitive assignments. You will represent BND’s mission and values, comply with all conduct and confidentiality policies, and assist with special projects as needed.
 
To be successful in this position, you will need strong knowledge of commercial and agricultural valuation techniques, economics, land development, environmental and zoning considerations, real estate sales analysis, depreciation and depletion methods, discounted cash flow analysis, and income capitalization approaches. Strong communication skills, the ability to organize and manage multiple assignments, and the capability to analyze information and draw sound conclusions are essential. You must be able to work independently, exercise sound judgment, and develop processes and databases that support accurate and efficient valuation work. The ability to research markets, locate reliable data for complex valuations, and provide training when needed is also required.
 
To be considered for this position, you must have a bachelor's degree in accounting, finance, business administration, or related field.  A professional designation such as a certified general appraiser, or an extensive background in real estate valuation may substitute for the education requirement.   A minimum of five years of work-related experience as an appraiser, as an apprentice to an appraiser, or bank/credit union employee or independent contractor working on behalf of a financial institution with primary duties in collateral valuation.  Appraisal license and/or certification is preferred but not required.   Experience in credit analysis, financial analysis, or accounting is also preferred but not required.
